The electoral law allowed for parties and federations registered in the interior ministry, coalitions and groupings of electors to present lists of candidates. ![]() The table below shows the composition of the parliamentary groups in the Assembly at the time of dissolution. The election to the Assembly of Madrid was officially triggered on 4 April 2023 after the publication of the election decree in the Official Gazette of the Community of Madrid (BOCM), scheduling for the chamber to convene on 13 June. Any snap election held as a result of these circumstances would not alter the period to the next ordinary election, with elected deputies merely serving out what remained of their four-year terms. In the event of an investiture process failing to elect a regional president within a two-month period from the first ballot, the Assembly was to be automatically dissolved and a fresh election called. The president had the prerogative to dissolve the Assembly of Madrid and call a snap election, provided that no motion of no confidence was in process, no nationwide election was due and some time requirements were met: namely, that dissolution did not occur either during the first legislative session or within the legislature's last year ahead of its scheduled expiry, nor before one year had elapsed since a previous dissolution. The previous ordinary election was held on, setting the election date for the Assembly on Sunday. The term of the Assembly of Madrid expired four years after the date of its previous election, with elections to the Assembly being fixed for the fourth Sunday of May every four years. The Assembly was entitled to one member per each 50,000 inhabitants or fraction greater than 25,000. Parties not reaching the threshold were not taken into consideration for seat distribution. Īll members of the Assembly of Madrid were elected using the D'Hondt method and a closed list proportional representation, with a threshold of five percent of valid votes-which included blank ballots-being applied regionally. The expat vote system was attributed responsibility for a major decrease in the turnout of Spaniards abroad during the years it had been in force. Amendments to the electoral law in 2022 abolished the "begged" or expat vote system ( Spanish: Voto rogado), under which Spaniards abroad were required to apply for voting before being permitted to vote. Voting for the Assembly was on the basis of universal suffrage, which comprised all nationals over 18 years of age, registered in the Community of Madrid and in full enjoyment of their political rights. The Assembly of Madrid was the devolved, unicameral legislature of the autonomous community of Madrid, having legislative power in regional matters as defined by the Spanish Constitution and the Madrilenian Statute of Autonomy, as well as the ability to vote confidence in or withdraw it from a regional president. The election was held simultaneously with regional elections in eleven other autonomous communities and local elections all throughout Spain. ![]() Because regional elections in the Community of Madrid were mandated for the fourth Sunday of May every four years, the 2021 snap election did not alter the term of the four-year legislature starting in 2019. All 135 seats in the Assembly were up for election. The 2023 Madrilenian regional election was held on Sunday,, to elect the 13th Assembly of the Community of Madrid.
